WHY IS EMERGENCY SICK LEAVE ,HARD FOR THE AGENCY TO UNDERSTAND

I felt I had to voice this opinion, why would management not follow their own instructions. Everything doesn’t have to be hard, unless you lack the ability to regroup and reorganize.
